1.  What is Health Human resource agent (HR Agent)

Health Human Resource Agent is providing human resource service for health related job seekers and employers. For all the human resources, this kind of systematic improvement can change the dependent relations between individuals and their working organizations, and achieve the transformation from “individual of the working organization” to “individual of the society”.

2.  Background of Health Human Resource Agent

Health Human resource agent is the certain result of the personnel system reform under the socialist marketing economy. The Health Human Resource Development Center (HHRDC) of the Ministry of Health is established along with the health personnel system reform of the national health organizations aiming to improve organizational restructure, enhance the rational flow of health human resources and promote the optimal allocation of health human resources.

Generally speaking, social security includes social insurance, social aids, social welfare, special care and placement and others. Within all the contents, social insurance is the core component. According to the current global situation, the main social security models include national welfare system (UK), national insurance system (formal Soviet Union), social collective financing system (Germany) and accumulative saving system (Singapore). At present, China is establishing the social collective financing system. The social security financing plan includes the government, employment organization (enterprises) and individuals. This kind of model will be in the process of reform for a long time from now on. The enhancement of individual responsibility has been realized as a common direction for global social security system reform. Social security is a basic social economic system and is related to the fundamental living issues. China has established the urban social security system.

Social security system includes five insurances, which are: health insurance, aging insurance, industrial injury insurance, maternity insurance and unemployment insurance. Besides, it includes social insurance foundation, housing security, social assistance, social welfare and others.
